An emergency plan becomes real when someone has to act



Flood plans often look complete on paper. They identify contacts, list equipment and describe a sequence of actions. The real test comes when the forecast changes, the site is still operating and people must decide what to do before conditions become difficult.

The four decisions that should be made before a warning


Who decides? Assign a named decision-maker and backup. Waiting for a vague consensus can consume the most valuable time.


What triggers action? Connect readiness to the indicators that matter to the site: official warnings, local water levels, forecast conditions or access constraints. The exact trigger should reflect professional advice and local conditions.


Who deploys? Define roles, not just names. Someone retrieves components, someone prepares the opening, someone verifies the finished line and someone communicates the operating restrictions.


What continues operating? The barrier plan must be connected to the continuity plan. Which services, routes or teams need to remain available? Which activities must stop while the system is deployed?




Practice replaces improvisation


The best time to discover that components are stored too far away, a route is blocked or an instruction is unclear is not during a flood warning. A focused exercise can reveal those issues without disruption.


The exercise does not need to be elaborate. The team can work through the trigger, access the equipment, deploy a representative section, check the interface and discuss what would change under a real event. The result is practical knowledge: how long the process takes, which equipment is needed, where communications may break down and how the site will operate while protection is in place.


The U.S. Army Corps of Engineers notes that temporary flood-protection measures belong alongside emergency preparedness and planning. That is the right framing. The barrier contributes to resilience, but the plan is what makes it usable.



Design the plan around the actual facility


A port, hospital, factory and municipal facility will not deploy protection in the same way. The plan should reflect the site’s critical openings, staffing patterns, access routes and operational demands. It should also account for safety. Teams need a clear understanding of when it is appropriate to deploy and when conditions are no longer safe for work outside.

After the event: recover and improve
